Driveby Meter: Water and Sewer
The scope of work involves, but is not limited to, providing and installing a Meter Reading System which includes software, hardware, and all necessary training and installation support.
Quantity for this procurement and installation is for 400 meters.
The absolute encoder registers with integrated RF transceivers shall be capable of communication with both Mobile AMR Collectors and Fixed Network Collectors should the utility decide to add fixed network infrastructure now or in the future. The system must utilize radio frequency (RF) technology to improve meter reading efficiency, access “hard-to-read” or “difficult access” meters, and increasing meter reader safety. The vendor shall describe the requirements to incorporate RF technology. The system shall allow manual entry within the same route without detaching the Meter Transceiver Register (MTR). The proposed system must be manufactured by the same company specifics must be submitted with the proposal). All meter reading equipment and absolute encoder registers with integrated RF transceivers furnished shall be manufactured entirely in the United States.
HCDC requires Contractor to submit: Certificates of Liability, Workers’ Comp., Vehicle Liability and Contractor’s Certificate of Responsibility with each submitted bid. Note: All aforementioned certificates must be presented to HCDC each contractual year, prior to expiration. Successful bidder shall be required to provide Harrison County Development Commission a Material Purchase Certificate (MPC) upon request. Failure to do so could result in a work stoppage.

The Commission reserves the right to reject any and all non-compliant bids. All interested Bidders should contact Gia Blackwell, 228-896-5020 to register for amendments to this Invitation to Bid during the bidding process.
Bids will be publicly opened at 12281 Intraplex Parkway, Gulfport 39503 and recorded at 8:00 a.m. CST, April 10th, 2020. Winning bid will be notified of award after review and approval by Commission.
For bids exceeding $50,000 Bidder must indicate his Certificate of Responsibility Number on outside of sealed proposal as required by Mississippi Law. For bids not exceeding $50,000, Bidder must either indicate his Certificate Number, or else write clearly "Bid does not exceed $50,000."
HCDC reserves the right to consider the following relevant factors in addition to the contract price in determining the lowest and best bid: bidder's skill and business judgment, his experience and his facilities for carrying out the contract, his previous conduct under other contracts and the quality of previous work, as well as his pecuniary ability, honesty, and integrity. The Owner also reserves the right to reject any or all bids or to waive any informality in the bidding.
Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder’s state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi’s so-called Golden Rule is followed, state law requires a non-resident bidder to attach to his bid a copy of his resident state’s current laws pertaining to such state’s treatment of non-resident contractors.
Bids may be held by the Owner for a period not to exceed ninety (90) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
