Invitation to Bid - Drainage Ditch Clean-out Contractor

Drainage Ditch Clean-out Contractor’s scope of responsibilities shall include labor, tools, machinery, equipment, devices and services necessary to complete the specified clean-out of specified drainage ditches. Ditch clean-out will include the cleaning and clearing of existing ditches including the loading, hauling and disposing of excess materials. Harrison County Development Commission will provide disposal site for excess materials.
HCDC will supply all necessary material if required through approved vendors for all projects.
Drainage Ditch Clean-out Contractor shall have experience working in Bernard Bayou and Long Beach Industrial Districts and must include minimum of three (3) references. The ideal Drainage Ditch Clean-out Contractor will have experience in:
- Drainage ditch clean-outs
- Culvert clean-out
The ideal Drainage Ditch Clean-out Contractor will have large equipment availability as follows:
Long stick track hoe
- Bulldozer
- Dump truck
- Pile driver
All interested Bidders should contact Gia Blackwell, HCDC Director, Utility Operations 228-896-5020 to register to receive any, if necessary, unforeseen amendments to this Invitation to Bid during the bidding process. Additional contract requirements and specifications if any will be made available for inspection at the HCDC office or by calling 228-896-5020. The Commission reserves the right to reject any and all non-compliant bids.

Bids are scheduled to be publicly opened and recorded at the HCDC office located at 12281 Intraplex Parkway, Gulfport, MS 39503 on February 3, 2021, 9:00 a.m. CST in occordance with the Mississippi Procurement Law. Winning Bidder will be notified of award after review and approval by Commission.
Electrical Contractor will comply with all applicable laws, regulations and ordinances and work in a manner which adheres to the State of Mississippi and Harrison County with the highest industry standard.
General Construction Contractor shall warranty all labor and works provided to HCDC.
General Construction Contractor must have a valid Certificate of Responsibility, Liability Insurance: Contractor shall maintain general liability insurance coverage, in an amount not less than $1,000,000.00 for start and duration of all projects.
This Agreement shall be for a term of one (1) year with the option to renew for successive, one (1) year periods unless terminated by either party in accordance with this Agreement.

The final decision rest on the full approval of the Harrison County Development Commission and the Harrison County Board of Supervisors. The Development Commission reserves the right at any time to not select any proposal and the Commission will ultimately select a provider based on the totality of the proposal.
