Invitation to Bid - Land Clearing and Grubbing Agreement

SCOPE:

  1. This project involves full clearing and grubbing of various parcels of land within Harrison Counties three (3) Industrial Parks.
    1. It should be noted, the parcels contemplated have been mulched in the recent past.
  2. Clearing shall include all trees and brush not slated to remain.
    1. All excess vegetative material shall be disposed of “off-site” or burn on site if approved.
    2. Stumps will be removed from the immediate site; after the stumps are fully removed, holes shall be filled with sandy, on-site material.
  3. Site shall be left in a drained condition and meet MDEQ requirements.
  4. For the purpose of this bid, site sizes shall vary in acreage.
  5. Payment shall be on a per acre basis in accordance with the commissions standard policies.
  6. Certificate of Liability, Workers’ Comp, and Motor Vehicle Insurance must be included with each submitted bid.
    1. The certificates must be presented to HCDC each contractual year, prior to expiration.
  7. Contract is for 1 year starting January, 2022 thru January, 2023 with option to renew for 1 year.

HCDC requires Contractor to submit: Certificates of Liability, Workers’ Comp., Vehicle Liability and Contractor’s Certificate of Responsibility with each submitted bid. Note: All aforementioned certificates must be presented to HCDC each contractual year, prior to expiration. Successful bidder shall be required to provide Harrison County Development Commission a Material Purchase Certificate (MPC) upon request. Failure to do so could result in a work stoppage.

Additional contract requirement and specification packets will be made available for pick up at the HCDC office or by calling 228-896-5020. The Commission reserves the right to reject any and all non-compliant bids. All interested Bidders should contact Zach Grady, 228-896-5020 to register for amendments to this Invitation to Bid during the bidding process.

For bids exceeding $50,000 Bidder must indicate his Certificate of Responsibility Number on outside of sealed proposal as required by Mississippi Law.  For bids not exceeding $50,000, Bidder must either indicate his Certificate Number, or else write clearly "Bid does not exceed $50,000."

HCDC reserves the right to consider the following relevant factors in addition to the contract price in determining the lowest and best bid:  bidder's skill and business judgment, his experience and his facilities for carrying out the contract, his previous conduct under other contracts and the quality of previous work, as well as his pecuniary ability, honesty, and integrity.  The Owner also reserves the right to reject any or all bids or to waive any informality in the bidding. 

Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder’s state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi’s so-called Golden Rule is followed, state law requires a non-resident bidder to attach to his bid a copy of his resident state’s current laws pertaining to such state’s treatment of non-resident contractors.

The Commission reserves the right to reject any and all non-compliant bids.

Sealed bids must be received by: January 3rd, 2022, 10:00 a.m. Central Standard Time (CST)

All bids will be publicly opened and recorded at 9:00 a.m. CST, January 4th, 2022, at HCDC office located at 12281 Intraplex Parkway, Gulfport, MS 39503.
