SCOPE OF WORK:
A. The Contractor shall furnish all labor, tools, and equipment needed to install new timber pile pipe support structures, removal of existing timber support piles at the mudline, and straightening of existing water main located in Bernard Bayou Industrial District, Drainage Ditch 4, along Seaway Road, Gulfport, MS 39503. Contractor will furnish all materials, equipment, and labor as may be required to satisfactorily complete this work.
B. Additional contract requirements including full scope of work, reference standards, cleaning, material and quality control documentation packets will be made available for pick up at the HCDC office, 12281 Intraplex Parkway, Gulfport, MS 39503 or by calling 228-896-5020, or Overstreet & Associates office, 161 Lameuse Street, Suite 203, Biloxi, MS 39530 or by calling 228-967-7137.
The Harrison County Development Commission reserves the right to reject any non-compliant bid. All interested Bidders should contact Gia Blackwell, 228-896-5020 to register amendments to this Invitation to Bid during the bidding process. Qualified Small Minority Businesses and Women's Business Enterprises are encouraged to submit proposals.
DEADLINE to receive proposals is during normal office hours any time prior to: 10:00 a.m. CST on Tuesday, August 18th, 2020.
Sealed bids may be submitted via mail or in person to the Harrison County Development Commission located at: 12281 Intraplex Parkway, Gulfport, MS 39503.
Bids will be publicly opened and recorded at 9:00 a.m. CST, Wednesday, August 19th, 2020.
The Contractor shall submit their W9s, Certificate of Responsibility, as well as the following insurance certificates with their sealed bid: Liability; Workers Compensation; and, Vehicle Liability.
The successful bidder shall be required to provide a Material Purchase Certificate to the Harrison County Development Commission upon request. Failure to do so could result in a work stoppage. All aforementioned certificates must be presented to the Harrison County Development Commission each contractual year prior to expiration.
For bids exceeding $50,000 Bidder must indicate their Certificate of Responsibility Number on outside of sealed proposal as required by Mississippi Law. For bids not exceeding $50,000, Bidder must either indicate their Certificate Number, or else write clearly "Bid does not exceed $50,000."
The Owner reserves the right to consider the following relevant factors in addition to the contract price in determining the lowest and best bid: bidder's skill and business judgment, experience and facilities for carrying out the contract, previous conduct under other contracts and the quality of previous work, as well as pecuniary ability, honesty, and integrity. The Owner also reserves the right to reject any or all bids or to waive any informality in the bidding.
Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder's state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi's so-called Golden Rule is followed, state law requires a non-resident bidder to attach to their bid a copy of their resident state's current laws pertaining to such state's treatment of non-resident contractors.
Bids may be held by the Owner for a period not to exceed ninety (90) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
