Wastewater Tank(s) Painting

SCOPE OF WORK:

A. There are two wastewater ground storage tanks to be rehabilitated under this contract. All tanks are owned and operated by the Harrison County Development Commission, hereinafter referred to as “Owner”.  The wastewater tanks are located on the South side of Seaway Road West of Logan Cline Road.  The estimated surface area to be painted of the wastewater tanks is: approximately 3,628 square feet surface area for the Old Wastewater Tank and 4,516 square feet surface area for the New Wastewater Tank. 

B. The Contractor shall furnish all labor, material and equipment of any kind required to perform painting on the project as hereinafter set forth.  All painting shall be performed in strict accordance with the recommendations of the paint manufacturer and in a manner satisfactory to the Owner. 

C. Also, included in the work, is the painting of the Owner’s logo to one side of each of the tanks, the locations of which shall be determined by the Owner. The application of the logo shall be proportional to the size of the tank(s).  An example of the logo will be provided with full specification packet. Final colors and font type/size shall be approved by the Owner prior to application. 

D. Additional contract requirements including: full scope of work specifications, reference standards, cleaning, material and quality control documentation packets will be made available for pick up at the HCDC office or by calling 228-896-5020.

Harrison County Development Commission reserves the right to reject any non-compliant bid. All interested Bidders should contact Gia Blackwell, 228-896-5020 to register for amendments to this Invitation to Bid during the bidding process. Qualified Small Minority Businesses and Women’s Business Enterprises are encouraged to submit proposals.

DEADLINE to receive proposals is during normal office hours at any time prior to:  10:00 a.m. CST on Thursday May 28th, 2020.

Sealed bids may be submitted via mail or in person to the Harrison County Development Commission located at:  12281 Intraplex Parkway, Gulfport, MS 39503

Bids will be publicly opened and recorded at 9:00 a.m. CST, Friday May 29th, 2020.

The Contractor shall submit their W9s, Certificate of Responsibility, as well as the following insurance certificates with their sealed bid: Liability; Workers Compensation; and, Vehicle Liability.

The successful bidder shall be required to provide a Material Purchase Certificate to the Harrison County Development Commission upon request. Failure to do so could result in a work stoppage. All aforementioned certificates must be presented to the Harrison County Development Commission each contractual year prior to expiration.

For bids exceeding $50,000 Bidder must indicate his Certificate of Responsibility Number on outside of sealed proposal as required by Mississippi Law.  For bids not exceeding $50,000, Bidder must either indicate his Certificate Number, or else write clearly "Bid does not exceed $50,000."

The Owner reserves the right to consider the following relevant factors in addition to the contract price in determining the lowest and best bid:  bidder's skill and business judgment, his experience and his facilities for carrying out the contract, his previous conduct under other contracts and the quality of previous work, as well as his pecuniary ability, honesty, and integrity.  The Owner also reserves the right to reject any or all bids or to waive any informality in the bidding.  

Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder’s state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi’s so-called Golden Rule is followed, state law requires a non-resident bidder to attach to his bid a copy of his resident state’s current laws pertaining to such state’s treatment of non-resident contractors.

Bids may be held by the Owner for a period not to exceed ninety (90) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
